About Us

The Bel Air-Beverly Crest Neighborhood Council seeks to promote participation in local government and to assist the City of Los Angeles in understanding and responding to the needs and requests of our neighborhood. We welcome you to our website and invite you to explore our many pages and links designed to better inform you of who we are, what we are doing, our goals and accomplishments, and how we act as your liaison to the City of Los Angeles government.


 In 1999, a new Los Angeles City Charter created neighborhood councils as quasi city entities to advise city decision-makers, including the Mayor, City Council,   commissioners, departmental managers, and staff. During the neighborhood council certification process, the City was divided into many geographic areas and a   neighborhood council in each area was empowered to represent the respective communities. The Bel Air-Beverly Crest area formed an organizational group and completed this process. The Neighborhood Council was officially certified on October   8, 2002. Its first Governing Board was elected on March 26, 2003.

 The Bel Air-Beverly Crest (BABCNC) has joined a city-wide Neighborhood Council   Congress and the city-wide Alliance of Neighborhood Councils to foster communication and coalitions between neighborhoods throughout the City of Los Angeles. We are comprised of a wide variety of volunteer residents and other stakeholders working to improve our community’s quality of life.


The Bel Air-Beverly Crest Neighborhood Council represents the City of Los Angeles hillside communities stretching from Laurel Canyon to Sepulveda Blvd., and from Sunset Blvd. to Mulholland Drive.

As the advocate for more than 27,000 residents, BABCNC is currently made up of representatives from more than 35 residential associations, local schools, businesses, faith-based institutions, in addition to members-at-large.

BABCNC promotes citizen participation in local government and assistsand works with the all departments and officials of the City of LosAngeles to foster greater understanding and response to the needs and requests of our neighborhoods, residents and diverse stakeholders.

BABCNC is one of more than 90 City of Los Angeles Neighborhood Councils registered with the Department of Neighborhood Empowerment. We welcome you to become a part of our meetings, elections, committees, and activities.


Below is a list of some of BABCNC’s recent accomplishments:

  • Organized a citizens and police forum regarding local burglaries
  • Funded Night Vision Thermal Cameras for WLAPD & Hollywood LAPD, costing $20,000
  • Provided LAPD with Fire Safety Kits
  • Participated in Mayor’s “Day of Service”
  • Co-sponsored Fire Station 99 Open House
  • Authored numerous Community Impact Statements providing direct input to City Committees, Commissions, Boards and the City Council
  • Active in shaping the present and future of the proposed FBI headquarters in Westwood and the Veterans property
  • Studied and recommended street improvements and traffic mitigation measures
  • Advocated the creation of Good Neighbor Construction Guidelines
  • Worked on creation of new solutions to disposal of bio-solids
  • Reviewed the Mulholland Scenic Parkway Design Review Board’s proposed changes to hillside grading and subsurface exploration
  • Distributed brochures and other information on emergency preparedness and crime prevention
  • Negotiated Memorandum of Understanding with Dept. of Water and Power providing opportunity for early input on proposed rate hikes
  • Hosted candidates forum for 42nd Assembly District primary election
  • Instrumental in the enactment of height limitations for retaining walls
  • Supported Sepulveda Boulevard Improvement Project, “Watch the Road” initiative
  • Appointed volunteers to the City Wide Integrated Resources Council and Hate Crimes Committee
  • Participated in negotiations with Department of Water and Power
  • Championed use of Red Flag Days to ease access for firefighters during periods of high fire hazard
  • Active Planning and Land Use Committee working to inform and protect the communities within Bel Air-Beverly Crest NC’s area
  • Engaged in discussions with LADBS and Planning Dept. regarding haul routes and the exportation of earth from our hillside areas
  • Participated in the Planning Task Force of the Neighborhood Councils
